「accuse of」は英語の決まり文句（コロケーション）で、理屈というより「そう使うと決まっているから」と覚えるのが基本。
しかし「of」 の中に「原因・理由」のニュアンスがあり、一方「about」 は話題全般に使うが「罪・責め」には合わない（だからtalk, speak, complain などは「of」ではなく「about」）。
以下の類似例も含めその点を踏まえつつ、セットで覚えると良い。

※冠詞に関し不明点だらけで次から次へと聞きまくりごちゃごちゃになったため、とりあえず自分でまとめた今回の疑問の答えだけ記載
・「Dalai Lama」は役職名であり、個人名ではない。
↓
・個人名はその人しかいないので「the」は不要
（「the」をつけるのは「他と区別して、どれを指しているのか明確に示す」ためだから）
※現Dalai Lamaの名前は「Tenzin Gyatso」なので、この名前には冠詞はつけない。
↓
・「Dalai Lama」（や「President」、「Queen」「Pope」「Emperor」など）は、「ある役職に就いている人」を表す言葉で、歴代で何人もの人物がその称号を持つ。
↓
・「the」をつけるのは「他と区別して、どれを指しているのか明確に示す」ためなので、歴代複数の人の中でこの人であると明確になるよう（この例では現 Dalai Lama の Tenzin Gyatso 氏）、役職に関しては常に「the + 称号」で表す。
補足
上記で「この例では現Dalai LamaのTenzin Gyatso氏」となっているが、「the」 は「今の」「そのときの」「聞き手が理解している」特定の一人を指すために使われる。
常に「その話の中でどれを指しているかが明確である」というのが the の条件である。
「the Dalai Lama」と言っただけで Tenzin Gyatso 氏を指すことになるのは、英語圏の話し手・聞き手の間で最も自然に想起される特定の存在だから。
逆に言うと、役職名には常に「the + 称号」の形を使い、話し手・聞き手の共通認識に基づいて、今のその役職者（この例では Tenzin Gyatso 氏）を指していると解釈される。
もし 過去のダライ・ラマ を指したい場合は、「the 5th Dalai Lama」などのように 数字や説明を加えて特定する必要がある。
★ここから「なぜ the sun？」とか「川や山では・・・？」とかギモンが広がり過ぎたので、後日まとめ直そうと思う・・・。

両方とも「肉体を持つこと（化身・転生）」という意味だが、「re-」があることで、「再び（再度）」という意味が加わり、「何度も転生する」という仏教的・宗教的な概念になる。
incarnation
「（神や魂が）人間としての肉体を得ること」「化身」。初回の化身や登場、または比喩的な使い方も多い。
例) He is considered the incarnation of kindness.「彼はまるで優しさの化身のようだ」
→ 神話的・比喩的
reincarnation
「生まれ変わり」「再び肉体を持つこと」。前世からの転生、再誕を明確に含む。
例) Buddhists believe in reincarnation.「仏教徒は輪廻転生を信じている」
→ 明確に「前の人生 → 次の人生」の流れを示す
